Migrant crisis confusion: how many are entering the EU?

Europe’s border agency is facing criticism, after admitting that it has doubled-counted migrants entering the EU this year.

It released data claiming 710,000 migrants had entered the bloc from January-September this year.

But it later admitted some migrants would have been counted coming in twice, at the Greek border and then again as they travelled north into Hungary or Croatia.

Nando Sigona, a researcher on migration at the University of Birmingham in England, said: “I’m still amazed how Frontex could release such sensitive figures so light-heartedly, considering the impact that numbers have on the moral panic regarding migration and the political debate.”

A spokeswoman for Frontex told euronews that the agency had admitted that it had double-counted a few hours after releasing the information on Tuesday (October 13).

“We did issue a clarification,” she said. “We just use the data provided to us by the member states.”

The spokeswoman added that the agency had published the number of migrants entering Hungary because it was the only way of capturing people from the Balkans, such as Kosovo, who were moving northwards to enter the EU.

Asked about whether the agency should have published an article with a headline claiming 710,000 had entered the EU, the spokeswoman said Frontex would continue to publish the data in the same way, alongside a clarification about the double-counting.

This one day, interdisciplinary symposium will bring together scholars, postgraduate students, practitioners and activists, to explore current discourses of migration in Britain and Europe. Across Europe, the public discourses of migration continue to trade on anxiety and fear. Much of this debate seems wearying familiar: populist politicians rehearse familiar anti-immigration rhetoric, while EU states co-operate to target so-called “irregular” migrants and the figure of Sangatte resurfaces in the popular press like some reanimated pop-cultural remake. At the same time, European migration appears to display new contours and patterns that such repetitions seem unable to record. Figures suggest that 2014 has seen a dramatic spike in Mediterranean fatalities as ever-greater numbers of African migrants attempt the perilous passage to Europe. Migration within Europe has also changed, as the EU expansion has combined with the calamitous collapse of finance capital.

Is it possible to reconcile these continuities with the seeming novelty of Europe’s migration? Does the apparent familiarity of these debates reveal or mask the shifting realities of migration in contemporary Europe? Furthermore, what differences or similarities can we trace from state to state? And are the discourses surrounding migration in Europe particular to the continent or simply evidence of a planetary trend?

News: ECRE and UNHCR Concerned over the ending of Mare Nostrum without European rescue initiative to replace it.

ECRE and UNHCR have warned that ending Italy’s rescue operation Mare Nostrum without replacing it by a well-resourced European search and rescue initiative would mean more deaths at sea.

One year ago, just a few days after more than 300 people drowned off the coast of Lampedusa, Italy launched the Mare Nostrum operation to ensure search and rescue of migrants in the Mediterranean. Since then, Mare Nostrum has saved around 150,000 people.

“Everyone was horrified at the loss of lives off Lampedusa one year ago. Italy did something about it. Now this life-saving Mare Nostrum operation is at stake. Refugees, many fleeing war in Syria and oppression in Eritrea, cannot stay in lawless Libya and it is not possible for them to reach a safe place legally and safely. If Mare Nostrum ends without being replaced by a well-resourced operation whose priority is to save lives, more people will die in their attempt to reach our shores. A European effort is urgently needed, if the EU is really serious about putting an end to the deaths in the Mediterranean,” said ECRE’s Secretary General Michael Diedring.

Against a backdrop of rising unemployment and increased deprivation, this FRA Annual report closely examines the situation of those, such as children, who are vulnerable to budget cuts, impacting important fields such as education, healthcare and social services. It looks at the discrimination that Roma continue to face and the mainstreaming of elements of extremist ideology in political and public discourse. It considers the impact the crises have had on the basic principle of the rule of law, as well as stepped up EU Member State efforts to ensure trust in justice systems.

This FRA report examines the conditions at Europe’s southern sea borders with respect to the most fundamental rights of a person, the right to life and the right not to be sent back to torture, persecution or inhuman treatment. It looks at sea border surveillance and disembarkation procedures, as well as training and Frontex-coordinated operations. It examines practices across the EU Member States researched – Cyprus, Greece, Italy, Malta and Spain.

The European Parliament has voted to adopt several legal instruments that form part of the asylum package known as the Common European Asylum System (CEAS), specifically the Asylum Procedures Directive, the Reception Conditions Directive, and the Dublin Regulation. Two other measures round out the package: the Qualification Directive, which was adopted in December 2011, and the EURODAC Regulation, which will be adopted by the JHA Council on 20 June 2013.

A Question of Credibility: Why so many initial asylum decisions are overturned on appeal in the UK
Jan Shaw, Refugee Affairs Programme Director at Amnesty International UK, said:

We need an asylum system that gets the decision right first time. Getting the decision wrong in the first instance causes a great deal of anxiety for asylum seekers and prolongs the period in which they are left in limbo. It is also wasting tax-payers’ money by refusing people on patently spurious grounds, leading to costly and unnecessary appeals.

In disbanding the UK Border Agency, Theresa May has acknowledged defects in the process as it stands, and she must now ensure that this is a watershed moment where a break with flawed practices is made once and for all.

A new report by the European Union Agency for Fundamental Rights.

This FRA report examines the conditions at Europe’s southern sea borders with respect to the most fundamental rights of a person, the right to life and the right not to be sent back to torture, persecution or inhuman treatment. It looks at sea border surveillance and disembarkation procedures, as well as training and Frontex-coordinated operations. It examines practices across the EU Member States researched – Cyprus, Greece, Italy, Malta and Spain
